CAPAS, Tarlac – The Local Government Unit of Capas successfully demonstrated that festive celebration and environmental stewardship can go hand-in-hand during its third annual “Scrap-takular: Ang Eco-Friendly Halloween Party ng LGU-Capas.”
Held on Saturday, October 31, at the Capas Event Center, the event saw municipal employees and their families transform discarded cardboard, sacks, bubble wrap, leaves, grass, and plastic scraps into runway-worthy costumes. The initiative was led by the Municipal Public Information Office (MPIO) in partnership with the Municipal Environment and Natural Resources Office (MENRO).
The program aims to celebrate a meaningful occasion for the environment while avoiding the costs and waste associated with single-use commercial costumes. Now in its third year, the celebration promoted environmental stewardship, waste reduction, and upcycling, with nearly all party decorations, loot bags, and activity stations crafted from recycled materials.
The event is a personal initiative of Mayor Roseller “Boots” Rodriguez, funded entirely through his own personal funds with zero cost to the municipal government. His primary objective is to reciprocate the hard work of municipal employees by providing a dedicated day of wholesome family bonding for their children and grandchildren.
In his message posted on social media, Mayor Rodriguez emphasized the importance of caring for the community.
“Pamilyang nag-aalaga sa ating bayan, karapat-dapat ding alagaan,” he stated.
Mayor Rodriguez said that for three years now, LGU-Capas has held this Halloween party as his personal way of thanking municipal employees and their loved ones.
“Sa bawat araw na iniaalay ninyo ang inyong lakas at oras sa serbisyo publiko, karangalan kong maghandog ng isang araw na puno ng saya para sa inyong mga anak at apo mula sa aking sariling bulsa,” Rodriguez added.
The mayor also commended the creativity of the participants, noting that simple recycled materials were transformed into excellent works of art. The event featured a Best in Eco-Costume Contest, along with games, treats, a magic show, and an inflatable playground.
The LGU extended its gratitude to all municipal departments, marshals, and working committees that cooperated and contributed to the successful conduct of the family event. The celebration highlighted the creativity, patience, and dedication of parents and staff who devoted time to create each imaginative costume.
The “Scrap-takular” event continues to serve as a testament to the LGU-Capas’ commitment to fostering both family welfare and environmental consciousness within the community.
