TARLAC CITY, Tarlac — The Provincial Government of Tarlac and the City Government of Tarlac formalized their partnership through the signing of seven Memorandum of Understanding (MOUs) on August 7, 2026, at the Governor’s Office, marking a significant step toward more efficient and coordinated public service delivery.
Governor Christian Yap and Tarlac City Mayor Susan Yap led the signing ceremony, joined by City Administrator Anne Belmonte and Board Member Joy Gilbert Lamonera, symbolizing their unified commitment to providing better, more effective, and inclusive services for every Tarlaqueño.
The agreements aim to strengthen public service delivery through collaboration across various sectors, including medical services, agriculture, local cooperatives, food security, public market improvement, employment, tourism, environmental protection, and disaster preparedness.
Mayor Susan Yap acknowledged the Provincial Government’s vital support, particularly during the City Government’s challenging period of operating under a re-enacted budget.
“With the close coordination and a good relationship with the Provincial Government and the City Government, now services are more manageable, harmonized, and we can better serve our people,” she said. “Malaking bagay po na bilang isang component city pa rin, tayo po ay napapailalim pa rin under the supervision of the Provincial Government.“
Governor Christian Yap highlighted the importance of formalizing the partnership to create better efficiency and harmony between the two institutions. He emphasized that the collaboration extends beyond Tarlac City to benefit the entire province through shared resources, coordinated planning, and avoiding duplicate expenditures.
“We can work in education. Kung ang city wants to focus on IT and other education-related, higher education programs, kami pwede naman mag-focus sa iba,” Governor Yap said. “With proper strategic planning, maiwasan natin ‘yung double expenditures tsaka double investments na pwede naman shared use ng dalawang institutions.”
The MOUs support the five major priorities of both governments: health, employment, education, environment, and food security. Through this strengthened partnership, both administrations aim to deliver faster, more effective services that will truly benefit every Tarlaqueño.
Governor Yap also noted that the collaboration would lead to significant savings in public funds, allowing both governments to allocate resources to more programs for their constituents.
“Hindi lang ang Tarlac City ang makikinabang, but ang buong probinsya dahil mas mapapadali ang trabaho ng mga kasama natin sa kapitolyo at sa implementation, and planning, shared resources,” he added.
The signing ceremony represents what officials described as a “stronger unity between the province and the city for faster development of our community,” promising continued progress and improved public service delivery for all Tarlaqueños.
