CONCEPCION, Tarlac (April 15, 2026) – A total of 1,000 beneficiaries from the 3rd District of Tarlac received financial assistance amounting to P3,000 each on Tuesday, April 15, under the Department of Social Welfare and Development’s Assistance to Individuals in Crisis Situation (AICS) program.
The payout was held at the atrium of the Concepcion Municipal Government Center. The beneficiaries came from the municipalities of Bamban, Capas, Concepcion, and La Paz.
The aid was made possible through the joint effort of the DSWD, led by Secretary Rex Gatchalian, and the office of Tarlac 3rd District Representative Noel “Bong” Rivera. The distribution was overseen by Ms. Arceli Yumul, Tarlac 3rd District Congressional office head.
Under the AICS program, the selection of beneficiaries follows the standard criteria set by the DSWD. Priority is given to individuals and families facing immediate financial difficulty due to medical emergencies, death of a family member, natural disasters, or other crisis situations.
Applicants must be residents of the district and are required to present supporting documents such as medical certificates, death certificates, or barangay referrals to validate their need for assistance.
The application is submitted or apply through to the district office of Congressman Rivera or the local DSWD satellite office. Each application is assessed and validated based on DSWD vulnerability and crisis indicators. Once approved, beneficiaries are scheduled for a payout like the one held today.
Congressman Rivera’s office emphasized that the program remains transparent and needs-based, with no political considerations involved. The assistance aims to provide immediate, short-term relief to help residents cope with essential expenses during times of crisis.
