CONCEPCION, Tarlac (May 12, 2026) — No more bulky coins, no more waiting in line. Concepcion is taking a big step toward a digital tomorrow. An orientation on the PALENG-QR PH PLUS program was held earlier today, May 12, at the Don Alfredo de Leon Conference Hall in the Concepcion Municipal Government Center.
The program aims to introduce digital payments for a safer and more convenient market experience. It will soon implement cashless transactions for market vendors and TODA (Tricycle Operators and Drivers’ Association) members.
Several vendors and TODA drivers attended the event to learn more about the program.
Mayor Noel Villanueva gave a message of support during the orientation. He said that the program will greatly help the community by making transactions faster, safer, and more convenient for both sellers and buyers. He encouraged the attendees to embrace the new system as a step toward modernizing public markets and transportation in the municipality.
Mr. Manuel Bondoc, Market Administrator, also attended and delivered a welcome message. Representatives from the Municipal Cooperatives Development Office, led by MCD Officer Atty. Angelica Amurao, said they are not there to force anyone to use the system, but to guide and assist them toward faster, safer, and more convenient transactions.
Also present were representatives from the Municipal Legal Office, Municipal Budget Office, Office of the Municipal Treasurer, and the Business Permits and Licensing Office.
The Bangko Sentral ng Pilipinas (BSP) North Luzon Regional Office, led by Ma. Lourdes Laconsay and Mr. Jesus Reynante Dabu of BSP San Fernando, Pampanga, gave an overview of the PalengQR Ph Plus program.
An orientation on digital payment systems using GCash and Maya—the top two digital wallets in the Philippines was also held. Representatives from both companies attended to demonstrate how to use their platforms.
Participants were registered on-site, and a live demonstration was conducted after the discussion.
The activity also supports the implementation of Municipal Ordinance No. 019-2024, also known as the “QR PH Digital Payment Ordinance of the Municipality of Concepcion, Tarlac”. The ordinance promotes cashless payments by encouraging the use of QR PH digital payments among market vendors, TODA, and other business establishments in the municipality.
The ordinance is in line with the PALENG-QR PH program of the BSP and the Department of the Interior and Local Government (DILG). It was sponsored back then by former SB Member Calvin Sardia and approved and signed by Mayor Noel Villanueva on September 10, 2024.
