CAPAS, Tarlac (March 17, 2026) – In a significant boost to local healthcare, the municipality officially established the Capas Eye Center on Monday, March 17, through a partnership with the international non-governmental organization, Good People International.
Mayor Roseller “Boots” Rodriguez led the signing of a Memorandum of Agreement and Deed of Donation with Good People International Chairman Mr. Younghoon Lee at the Capas Medical Complex. The ceremony was also attended by Vice Mayor Alex Espinosa and members of the Sangguniang Bayan.
The agreement paves the way for the donation of state-of-the-art ophthalmic medical equipment valued at US$365,000, or over 15 million Philippine pesos. These new tools will be housed within the Capas Medical Complex, significantly enhancing the hospital’s capacity to provide affordable and accessible eye care.
“This signing marks the beginning of something that many families in Capas will feel in very real and personal ways,” Mayor Rodriguez said in his address.
“The machines which you will be donating will soon stand inside the Capas Medical Complex. But the real work they will do will be felt far beyond the walls.”
The Mayor highlighted the profound impact the center will have on daily life, allowing residents to receive advanced care without the burden of traveling to other cities.
“Through the Capas Eye Center, advanced eye care comes within reach of our people, right here in our municipality, where clarity no longer requires a trip to another city or municipality,” he stated.
He emphasized that the true value of the equipment lies in its ability to restore not just sight, but also hope and independence.
“When people step back into their homes, their work, and their daily lives, seeing the world clearly again… The real effect will be felt when our countrymen can see clearly again, return to work, and go home to their families with renewed hope,” Rodriguez added, translating the sentiment for his constituents.
The municipal government expressed its profound gratitude to Good People International for their trust and compassion.
“To Good People International, your generosity changes ordinary days—how someone reads, works, recognizes a face, or simply looks around,” the Mayor said.
He expressed the municipality’s deep gratitude for the partnership and assured that the equipment would be put to good use for the benefit of the people of Capas.
