TARLAC CITY, Tarlac — The provincial government and the Bases Conversion and Development Authority (BCDA) officially commenced the expansion of the Hacienda Luisita Interchange on Tuesday, August 11, marking a major milestone for local infrastructure and regional connectivity.
Governor Christian Yap led the groundbreaking ceremony alongside BCDA Chairman Jerry Marasigan and BCDA President and CEO Joshua Bingcang.
“Malaking ginhawa ito sa ating mga biyahero at malaking tulong sa pagpapabilis ng daloy ng kalakalan sa ating lalawigan,” Yap said of the project.
Vice Governor Lita Aquino, Tarlac City Mayor Susan Yap and La Paz Mayor Venus Jordan joined the governor.
The state-run agency is committing P172.1 million for the initial phase of the project, with total investments expected to reach approximately P300 million as toll facilities and additional structures are integrated.
Financed through BCDA corporate funds, the 240-day infrastructure endeavor aims to ease traffic congestion, streamline travel times, and boost trade and economic activity across the province and adjacent municipalities.
The development introduces new entry and exit ramps, toll plazas, modern drainage systems, slope protection, necessary utilities, and streetlights along both the Subic-Clark-Tarlac Expressway and Tarlac-Pangasinan-La Union Expressway corridors.
The initiative highlights the collaborative efforts of the provincial leadership to deliver modernized and efficient transport networks for Tarlaqueños.
The expanded interchange is poised to significantly enhance transit access toward Metro Manila and Baguio.
BCDA has a 50 percent stake in SCTEx, with Metro Pacific Tollways owning the remaining 50 percent.
