VICTORIA, Tarlac – In a significant move toward more open, inclusive, and accountable governance, the Local Government Unit (LGU) of Victoria formally signed a Memorandum of Agreement (MOA) for the Philippine Open Government Partnership (PH-OGP) Cohort Local Government Units (LGUs) aimed at establishing a Civil Society Organization (CSO) Desk.
The initiative, held last June 22, 2026, undertaken in collaboration with the Department of the Interior and Local Government (DILG), seeks to strengthen the partnership between the government and Civil Society Organizations (CSOs) as part of advancing transparency, accountability, and active citizen participation in local governance.
The PH-OGP Localization Program is designed to make government more open and participatory through stronger engagement with various community sectors.
Leading the MOA signing were Mayor Rex Villa Agustin, Vice Mayor Tani Guiam, and members of the Sangguniang Bayan, alongside representatives from DILG and other stakeholders who united in their commitment to promote good governance and meaningful citizen involvement.
In a statement posted on social media, Mayor Villa Agustin expressed the municipality’s full support for the program.
“Tayo po ay nakiisa sa isinagawang Memorandum of Agreement (MOA) Signing… para sa pagtatatag at pagpapalakas ng ugnayan sa mga Civil Society Organizations (CSOs),” the mayor said.
He emphasized that the program aims to further strengthen citizen participation in governance, promote transparency and accountability, and create more open government processes through active engagement with various community sectors.
Through the collaborative efforts of the local government, DILG, and partner organizations, the LGU of Victoria continues to support programs that champion good governance and foster stronger ties between the government and the community.
The establishment of the CSO Desk marks a milestone in Victoria’s journey toward a more progressive, inclusive, and responsible local governance.
