TARLAC CITY, Tarlac — Following the resignation of two-term Tarlac City Councilor Pee Jay Basangan, the local political landscape shifts toward Governor Christian Yap, who holds the executive authority to appoint his replacement in the Sangguniang Panlungsod.
Since Basangan won under the Nationalist People’s Coalition (NPC) banner, Yap must select an appointee strictly nominated by the party hierarchy. Party insiders say the selection pool centers on five prominent party stalwarts, each with distinct political experience and local backing.
According to a source who declined to be identified, among the potential choices is former Tarlac City Mayor Aro Mendoza, a veteran political figure whose deep administrative experience could offer strong legislative leadership.
Former city councilors Winwin Manalang, Tonyboy Cervantes, and Ato Chua are also being considered; all three bring extensive legislative backgrounds, familiarity with local ordinance creation, and established voter bases within the city.
Rounding out the list of prospects is incumbent Barangay Poblacion Chairman Justine Rodriguez, who represents the party’s grassroots leadership and barangay-level governance expertise.
The appointment of Basangan’s replacement will complete the 12-member city council setup as the legislative body continues its regular sessions. Yap is expected to announce the final decision once the NPC party directorate submits the formal recommendation and certificate of nomination.
Basangan, who tendered his resignation during a session of the 10th Sangguniang Panlungsod citing the need to prioritize family responsibilities, leaves behind a vacant seat belonging to the NPC. Under Section 82(d) of Republic Act No. 7160, or the Local Government Code of 1991, the provincial governor appoints the replacement for a vacant city council post, provided that the appointee comes from the same political party as the outgoing legislator.
