TARLAKENYO (April 23, 2025) — The Philippine National Police revealed that David Tan Liao, a Chinese national implicated in the kidnapping and killing of steel magnate Anson Que and his driver, was also involved in the abduction and rape of a finance officer connected to dismissed Bamban, Tarlac mayor Alice Guo.
Liao, now in police custody, was identified as a key player in at least five criminal cases, including the violent assault on Guoās finance officer, whose identity has been withheld. The victim, responsible for managing financial transactions for Guoās office, was reportedly kidnapped in Pasay City on August 31, 2024, around 10 p.m.
The victim was ambushed, handcuffed, and blindfolded with duct tape before being taken to an undisclosed location. Liao and his accomplices allegedly stole cash, jewelry, and mobile phones before forcing her to sign blank deeds of sale, promissory notes worth ā±10 million, and blank checks.
The finance officer was also sexually assaulted by Liao and his cohorts, including one of his sons. While details of her release remain undisclosed, the case has drawn attention to Guoās administration, which has faced scrutiny over alleged irregularities.
Guo was dismissed from office following allegations of corruption and ties to illegal activities. Her finance officerās ordeal has raised further questions about the extent of criminal networks operating in the area.
Filipino-Chinese business tycoon Anson Que and his driver Armanie Pabillo were found dead in Sitio Udiongan, Barangay Macabud, Rodriguez, Rizal on April 9.
Based on the police report, two male bodies were found inside two abandoned nylon sacks with their heads wrapped with duct tape.
Que, who is the owner of Elison Steel in Valenzuela, and his driver, were reported to have been kidnapped in Bulacan on March 29 after their families received a message from the kidnappers demanding millions of dollars in ransom.
Tan Liao surrendered to the police on April 19, a day after his alleged Filipino accomplices, Ricardo David and Raymart Catequista, were arrested in Palawan.
