DOE exploring nuclear power in Clark City for Pax Silica project

CAPAS, Tarlac — Just as tensions between the Bases Conversion and Development Authority and local officials in Capas and Bamban began to cool over the proposed Pax Silica project, a fresh controversy has erupted: the Department of Energy (DOE) is now considering a nuclear power plant to fuel the 1,619-hectare high-tech hub in New Clark City.

ā€œThat’s part of the discussions,ā€ DOE Director IV Patrick Aquino told reporters on November 4.

The US-backed Pax Silica project is estimated to require 3,000 megawatts of electricity to power its operations and drawing from the existing grid will negatively affect businesses and households in the region.

Energy Secretary Sharon Garin recently cautioned that funneling the hub’s projected 3,000-megawatt demand straight into the existing Luzon grid would pose severe risks to everyday consumers.

But a nuclear plant in New Clark City will have to hurdle regulatory approval from the Philippine Atomic Energy Regulatory Authority (PhilATOM), the sole authority in overseeing all peaceful uses of nuclear energy, radiation sources, and nuclear safety, security, and safeguards across the country.

ā€œSince nuclear is heavily regulated, we have to really defer to the regulatory body, PhilATOM, on the necessary licensing as to the site and its safe operation,ā€ Aquino added.

Tarlakenyo.com has reached out to Capas Mayor Roseller Rodriguez for comment, but has not yet received a response.
