TARLAC CITY, Tarlac — Two-term Tarlac City Councilor Pee Jay Basangan officially tendered his resignation during a session of the 10th Sangguniang Panlungsod on August 26, 2026, 13 months into his second term.
Basangan, the son of the late city councilor Abel Basangan, delivered a privilege speech before his colleagues and constituents, thanking them for the opportunity to serve as a local legislator.
He cited the need to balance his public service duties with his family responsibilities as the main reason for his departure.
“I am leaving not because I love my city any less, but I have come to understand that there are still deeper ways to serve our people, and that there comes a time when we must all choose the people who have been waiting badly for our care, silently, all these years — our families,” Basangan said during his speech.
He highlighted his time as chairman of the Committee on Labor and Employment, a post previously held by his late father. He said that he strived to honor his father’s legacy by championing the dignity and rights of workers in both the public and private sectors across the city.
Following his address, the Sangguniang Panlungsod secretariat read Basangan’s formal resignation letter. Addressed to City Vice Mayor and Presiding Officer Katrina Teresa Angeles, the letter cited Section 82(d) of Republic Act No. 7160, also known as the Local Government Code of 1991. The resignation takes effect on August 29, 2026.
When a city councilor resigns, a replacement is appointed by the provincial governor for a component city like the City of Tarlac, and the new appointee must belong to the exact same political party as the councilor who vacated the seat.
Basangan is a member of the dominant Nationalist People’s Coalition in the province.
The outgoing local legislator concluded his address by thanking the city government officials, the SP secretariat, and the residents of Tarlac City for their support throughout his tenure.
