VICTORIA, Tarlac – The ceremonial turn-over of the Risk Resiliency Program through Project LAWA and Project BINHI was successfully conducted at the AMIA Cruz Farmers Cooperative in Barangay Cruz, Victoria, Tarlac, on August 20, 2026.
Project LAWA (Local Adaptation to Water Access) and Project BINHI (Breaking Insufficiency through Nutritious Harvest for the Impoverished) are initiatives focused on strengthening food security, livelihood, and the capacity of communities to adapt to the impacts of climate change.
Through these programs, local farmers continue to receive support to boost their production and maintain a more stable and resilient agricultural sector in the municipality.
The Local Government of Victoria, led by Mayor Rex Villa Agustin, together with Vice Mayor Tani Guiam, members of the Sangguniang Bayan, and various department heads, reaffirmed its commitment to supporting programs that aim to improve the welfare and livelihood of farmers.
A pledge of commitment was also signed by government personnel and project managers, who vowed to work together in sustaining and enriching the projects, dedicating their time and capabilities to ensure its continuity in securing water and food supply for the community.
The signing took place in partnership with the Department of Social Welfare and Development (DSWD), the Local Government of Victoria, and the RRP CCAM TWG.
Mayor Rex Villa Agustin emphasized the importance of the programs in his message, stating that Project LAWA and BINHI aim to strengthen the communities’ capacity to face the effects of climate change while promoting food security, sustainable livelihood, and more resilient income sources.
“Sa pamamagitan ng mga programang ito, nabibigyan po ng dagdag na suporta ang ating mga magsasaka upang mapahusay ang kanilang produksyon, magkaroon ng mas maayos na access sa mga kinakailangang resources, at higit na mapalakas ang kanilang kakayahang makaangkop sa mga hamon na dulot ng pagbabago ng klima,” Mayor Villa Agustin stated.
He further noted that such measures are crucial because the stability of the agricultural sector is vital to the food security and livelihood of families.
“Sa pagtutulungan ng pamahalaan, mga kooperatiba, magsasaka, at mga katuwang na organisasyon, mas napapalakas natin ang kakayahan ng ating mga komunidad na maging handa at resilient,” he added.
The local chief executive expressed sincere gratitude to the agencies, partner organizations, AMIA Cruz Farmers Cooperative, and the farmers who continuously participate in programs aimed at strengthening agriculture and livelihood.
“Patuloy po nating susuportahan ang ating mga magsasaka at ang mga programang nagbibigay ng mas matatag na oportunidad at kabuhayan para sa Mas Maunlad na Victoria,” Mayor Villa Agustin concluded.
