TARLAC CITY, Tarlac — The province of Tarlac has been officially designated as the pilot area for the Electronic Medical Assistance to Indigent and Financially Incapacitated Patients (e-MAIFIP) program, marking a significant milestone in the digitization of healthcare services under the eGovPH App, with the formal launch held on June 22, 2026.
Governor Christian Yap formally welcomed the launch, which aims to streamline and expedite medical assistance processing for indigent and financially incapacitated patients across the province.
The initiative covers five key provincial hospitals: Tarlac Provincial Hospital, Concepcion District Hospital, Gilberto O. Teodoro Memorial Hospital, La Paz Medicare and Community Hospital, and Congressman Enrique Henry M. Cojuangco Memorial District Hospital.
The e-MAIFIP program represents the digitalized, online version of the government’s healthcare financial aid mechanism. Launched under the eGov system, it fundamentally changes how Filipinos process medical assistance by making approval workflows faster and completely paperless.
The new digital platform eliminates the need for guarantee letters from politicians, allowing qualified patients to access financial aid for hospital bills, medicines, diagnostics, and procedures more efficiently.
Director Allison Umandap of the Malasakit Program Office joined Governor Yap for the discussion of the Memorandum of Agreement (MOA) and subsequent implementation steps, including the downloading of corresponding funds.
The Department of Health (DOH), led by Secretary Teodoro Herbosa, selected Tarlac as the first province to pilot the program.
The MAIFIP Program ensures continuous access to essential healthcare services by providing financial assistance to indigent and financially incapable individuals, easing the burden of medical care without unnecessary delays.
The DOH reminds patients admitted to private hospitals in other regions to coordinate with the Malasakit Program Unit in their respective DOH Regional Office for smoother application processing.
Governor Yap expressed gratitude to the Malasakit Program Office and DOH for choosing Tarlac as the pioneering province.
“Patuloy po nating pagtitibayin ang mga programang naglalapit ng tulong at serbisyong medikal sa ating mga kababayang Tarlaqueño,” Yap said.
Vice Governor Lita Aquino echoed the sentiment, emphasizing the importance of innovation in public service.
“Building smarter solutions today for a better tomorrow. Tungo sa mas mabilis na serbisyo sa mga kababayan nating nangangailangan,” Aquino stated.
The successful implementation in Tarlac is expected to serve as a model for other provinces as the national government continues expanding digital healthcare services nationwide.
