SUBIC BAY FREEPORT — The Subic Bay Metropolitan Authority (SBMA) and the Bases Conversion and Development Authority (BCDA) have officially joined forces to establish a strategic operational hub for the Luzon Economic Corridor (LEC) initiatives, paving the way for accelerated infrastructure development in the region.
SBMA Chairman and Administrator Eduardo Jose Aliño and BCDA President and CEO Joshua Bingcang formalized the partnership through the signing of a Memorandum of Agreement (MOA) on June 3, 2026, at the SBMA Administration Building.
Under the agreement, the SBMA has allotted an 800-square-meter vacant residential lot located in West Kalayaan, Kalayaan Heights District, to serve as a dedicated workspace and operational hub for BCDA personnel.
The strategic location will house BCDA officials and employees directly tasked with managing major national government infrastructure priorities, specifically the construction of the Subic-Clark-Manila-Batangas (SCMB) Railway Project and the expansion of the Subic-Clark-Tarlac Expressway (SCTEx) Interchange.
Aliño emphasized that the initiative reflects the agency’s strong commitment to providing a supportive, comfortable, and enriching environment for government workers as they implement these massive infrastructure projects.
For his part, BCDA President Joshua Bingcang highlighted that prepositioning personnel in Subic is a strategic move to address rising operational demands across the Subic-Bataan-Clark growth area. He noted that the hub will significantly boost investment inflows, accelerate development activities, and enhance regional economic growth.
The land allocation between Lots 95 and 97 Corsair Street was previously approved by the SBMA Board of Directors on July 10, 2025, through Resolution 25-07-1360.
This long-planned arrangement highlights the close interagency cooperation between the SBMA and BCDA to advance national development goals and strengthen the government’s operational presence within the vital Subic-Clark-Bataan economic axis.
