New police director takes helm of Tarlac PNP

TARLAC CITY, Tarlac (Feb. 2, 2026) — The former chief of police of this provincial capital is now the Police Director of Tarlac province.

In a formal change of command ceremony this morning, Police Colonel Joel Mendoza accepted the mantle of leadership from outgoing Acting Police Director Franklin Estoro, who concluded a six-month tenure marked by foundational improvements to the province’s security landscape.

Mendoza was also the erstwhile chief of police of Paniqui town and, more recently, was the Region 3 chief of the Highway Patrol Group, before his appointment to lead the Tarlac PNP.

During his inaugural address, Mendoza characterized his appointment as a moment of profound honor and responsibility. He expressed deep gratitude to his predecessor for laying a solid organizational foundation and pledged to sustain and strengthen the initiatives already in place.

Addressing the officers and civilian personnel directly, the new director emphasized a leadership style rooted in accessibility, promising that his “door will always remain open” and that he intends to lead by example.

The new leadership also signaled a relentless campaign against illegal activities, loose firearms, and terrorism.

“We will pursue criminals relentlessly but always within the bounds of the law,” Mendoza stressed as he issued a stern warning against shortcuts or human rights violations, emphasizing a policy of zero tolerance for the abuse of authority.

Mendoza also addressed the fiscal side of leadership, reminding his command that every asset and expenditure represents a public trust. He promised transparency and accountability in the management of resources, stating that corruption and complacency have no place under his watch.

He also called upon local government partners, the media, and the people of Tarlac to collaborate with the police.
