Capas adopts ICS for disasters, events in first EO

CAPAS, Tarlac (Jan. 21, 2026) – In one of his first official acts for the year, Mayor Roseller “Boots” Rodriguez has signed Executive Order No. 01, Series of 2026, formally establishing the Incident Command System (ICS) as the Capas Local Government Unit’s primary framework for managing emergencies and major public events.

The order, signed on January 14 and effective immediately, marks a significant step in standardizing the municipality’s response protocols, ensuring a coordinated effort across all departments during crises.

What is the ICS?
The Incident Command System is a proven, standardized management tool designed to integrate personnel, equipment, procedures, and communications within a clear organizational structure during an incident. Originally developed for wildfire response in the United States, its effectiveness has led to widespread adoption for all types of emergencies and planned events. The system establishes a clear chain of command, defined roles, and common terminology, preventing confusion and ensuring resources are deployed efficiently when seconds count.

Fulfilling National Mandates
According to the Capas Information Office (CIO), this strategic move complies with the national mandate of Republic Act No. 10121, also known as the Philippine Disaster Risk Reduction and Management Act of 2010. The law emphasizes the importance of preparedness and resilient leadership at the local level.

“This move fulfills national mandates… ensuring the local government is prepared to lead during natural calamities,” the CIO stated. The ICS will be activated in coordination with the existing Municipal Disaster Risk Reduction and Management Council (MDRRMC).

Beyond Disasters: Managing Major Events
Mayor Rodriguez’s order notably expands the use of ICS beyond traditional disasters like typhoons, earthquakes, or floods. The system will also be employed to manage large “planned events” such as the town fiesta, parades, and public concerts.

The adoption of ICS positions Capas alongside other progressive LGUs in the region that utilize standardized incident management, aiming for a more resilient and systematically responsive community in the face of both challenges and celebrations.
