Concepcion strengthens health network with new Super Health Center Unit II

CONCEPCION, Tarlac (Jan. 16, 2026) – The Municipality of Concepcion marked another milestone in its proactive healthcare expansion with the inauguration of the Super Health Center Unit II in Barangay Balutu on Thursday, January 15.

The ceremony was led by Concepcion Mayor Noel Villanueva, Tarlac Governor Christian Yap, and 3rd District Representative Congressman Bong Rivera, highlighting the strong collaboration between local and provincial leadership in advancing public health.

Following a blessing officiated by Rev. Fr. Robert David, officials formally opened the facility, which is set to enhance medical services for mothers, children, seniors, and families in the community.

In his speech, Mayor Villanueva reiterated his administration’s dedication to widening healthcare access.

Governor Christian Yap commended Concepcion’s consistent focus on health infrastructure.
Napakagandang okasyon ulit, lahat ng mga pinupuntahan kong inauguration ng bagong Rural Health Centers ay puro bayan ng Concepcion. So nakita natin talaga na priority nila ang kalusugan,” Yap said. He emphasized the role of such centers in providing preventive care, easing the load on provincial hospitals, and enabling early diagnosis for more affordable and less painful treatment.

Also present at the event were SB Member and Committee on Health Chairperson Marvin Macalino, Municipal Health Officer Dr. Benjamin Bengco, DOH Representative Maria Noel Borneo-Lim, Barangay Balutu Chairperson Violeta Anusencion, and other barangay officials. Atty. Myline Yumul Espinosa represented the land donor, Ms. Africa Yumul.

With the addition of Unit II, Concepcion now operates five Super Health Centers/Rural Health Units located in San Nicolas Población, Balutu, Sta. Cruz, Tinang, and Lilibangan.

This latest inauguration continues the momentum from the opening of Super Health Center Unit IV in Barangay Tinang in October 2025, which already served nearly 10,000 patients and is equipped with an ultrasound machine, laboratory, X-ray, birthing facility, pharmacy, and dental services.

Concepcion has established itself as a model in local healthcare investment, with plans underway as announced earlier by Governor Yap and Congressman Rivera to upgrade Concepcion District Hospital to Level II and to fund additional RHUs in the coming year.

The municipality’s unwavering commitment to “preventive care at the grassroots” ensures that quality health services remain within reach for every Tarlaqueño.
