SEC cuts fees by up to 50% to support MSMEs

TARLAKENYO (July 28, 2025) — The Securities and Exchange Commission (SEC) has rolled out substantial discounts on filing fees for micro, small, and medium enterprises (MSMEs), offering reductions of up to 50% to ease financial burdens and encourage business growth.

The new policy, detailed in Memorandum Circular No. 8, Series of 2025, underscores the agency’s commitment to strengthening the MSME sector, which accounts for over 99% of businesses nationwide.

Under the circular, MSMEs registering as corporations will benefit from a 20% discount on registration fees. In comparison, those seeking to amend their articles of incorporation to increase capital stock will receive a 25% reduction.

Additionally, a 50% discount will apply to securities registration fees for MSMEs accessing the capital market, with this incentive valid until June 30, 2026. The general fee reductions will remain in effect until December 31, 2025.

SEC Chairperson Francis Lim highlighted the initiative’s significance, stating, “MSMEs form the backbone of our economy. By lowering these costs, we’re removing barriers so they can expand, create jobs, and contribute more effectively to national development.”

The measure aligns with the SEC’s broader push to streamline business processes. Earlier this month, the agency reduced corporate data request fees by 50% under Memorandum Circular No. 6 and committed to faster processing times for permits and licenses through Memorandum Circular No. 7.

To qualify for the discounts, businesses must submit a signed certification confirming their asset size as defined by the Magna Carta for MSMEs (Republic Act No. 9501). Micro-enterprises are classified as those with assets up to ₱3 million, small enterprises up to ₱15 million, and medium enterprises up to ₱100 million.
