TARLAKENYO — Tarlac First Congressional District Representative Jaime Cojuangco formally sought national intervention to overhaul the province’s approach to water management amid persistent concerns over seasonal flooding that transcends municipal boundaries.
Cojuangco filed House Resolution No. 1445, urging the Department of Public Works and Highways (DPWH) to collaborate with the provincial government, Tarlac City, and all local government units (LGUs) within the province to formulate a comprehensive, science-based, and climate-resilient flood mitigation and drainage master plan.
“Hindi humihinto sa hangganan ng isang bayan ang baha,” Cojuangco stated, emphasizing that rivers, creeks, and drainage networks form interconnected hydrological systems that do not adhere to political borders.
He noted that solutions must similarly cross boundaries to prevent flood-mitigation projects from simply shifting risks to neighboring communities.
The newly proposed resolution aims to consolidate existing individual LGU drainage plans into a unified, province-wide framework.
It calls for integrating technical studies, detailed flood-risk mapping, and root-cause identification to protect local homes, agricultural lands, and businesses across Tarlac’s municipalities and lone city.
