PBBM orders 4-day work week, energy conservation

TARLAC CITY, Tarlac (March 6, 2026) — President Ferdinand R. Marcos Jr. has issued Memorandum Circular No. 114, mandating all national government agencies and local government units to strictly adopt a four-day work week and energy conservation protocols starting Monday, March 9, 2026.

The directive comes as a response to global energy market volatility and rising fuel costs caused by ongoing geopolitical tensions.

This interim measure, implemented through compressed workweeks or designated work-from-home days, aims to reduce building energy loads and transport fuel use.

“Simula sa Lunes, ika-9 ng Marso, pansamantala nating ipapatupad ang 4-day work week sa ilang tanggapan ng Ehekutibo,” Marcos stated in a briefing on March 6.

To achieve a targeted 10% to 20% reduction in electricity and fuel consumption, the government is enforcing the following protocols:

  • Office Climate Control: Air-conditioned spaces must maintain a standard thermostat setting of 24°C.
  • Digital Transition: Virtual meetings are now the default mode for inter-agency coordination, with official travel restricted to “essential and indispensable” functions.
  • Fleet Efficiency: Agencies must consolidate trips, optimize routes, and minimize engine idling.
  • Facility Management: Non-essential lights and equipment must be turned off during lunch breaks and after hours, while personnel are encouraged to use stairs for single-floor movements.

The President emphasized that these measures must not hinder public service.

“Hindi kabilang dito ang mga nagbibigay ng emergency o pangunahing serbisyo, gaya ng mga pulis, bumbero, at mga tanggapan na nagbibigay ng frontline services sa publiko,” Marcos said.

Agencies responsible for health, public safety, and emergency response are mandated to remain fully operational at all times.

Compliance will be monitored monthly through the GEMP Online System, with reports submitted directly to the Office of the President.
