CONCEPCION, Tarlac — The Municipal Government of Concepcion, under the leadership of Mayor Noel Villanueva and through the Municipal Agriculture Office (MAO), conducted a presentation and discussion on the Municipal El Niño Mitigation Plan on October 20, 2026, to strengthen preparations for the possible effects of El Niño and protect farmers and other sectors of the community.
The activity highlighted the importance of early planning and coordination among concerned offices to identify appropriate measures to address the potential impacts of El Niño, particularly on water supply, agricultural production, and farmers’ livelihoods.
During the program, Municipal Agriculturist Juanito Lindo Jr. presented the proposed Municipal El Niño Mitigation Plan, which will serve as a guide in developing and implementing appropriate measures to strengthen the municipality’s preparedness for the possible effects of El Niño.
The Municipal Disaster Risk Reduction and Management Office (MDRRMO) also discussed preparedness measures and response strategies for the risks associated with severe drought. Meanwhile, the Bureau of Fire Protection (BFP), National Irrigation Administration (NIA), and Philippine Crop Insurance Corporation (PCIC) shared their respective programs and services to help improve the awareness and preparedness of farmers and other sectors.
Lindo emphasized the importance of early planning and cooperation among concerned agencies to protect the agricultural sector from the potential impacts of El Niño.
“Sa pamamagitan ng maagang pagpaplano at pagtutulungan ng mga ahensiya, mas mapapalakas natin ang kahandaan ng Concepcion sa epekto ng El Niño at mas mapoprotektahan ang ating mga magsasaka, suplay ng tubig, at produksyon ng pagkain,” Lindo said.
Mayor Noel Villanueva and Vice Mayor Evelyn Rivera expressed their full support for the initiative as part of the local government’s efforts to ensure early preparedness for the possible effects of El Niño, safeguard farmers’ livelihoods, and maintain food security in the municipality.
The discussions also covered proper management of water resources for irrigation, community safety, and programs that could help farmers minimize potential losses caused by drought.
The participants also took part in discussions and consultations to identify priority measures, develop recommendations, and align the programs of concerned offices. These efforts are expected to strengthen coordination and cooperation in implementing appropriate measures based on the municipality’s needs.
Through the Municipal El Niño Mitigation Plan, the Municipal Agriculture Office and the Municipal Government of Concepcion continue to promote proactive preparedness for climate-related challenges, protect farmers’ livelihoods, and maintain an adequate food supply for the community.
