P100-B BCDA pitch to Japan paves way for clean energy, jobs in New Clark City

NEW CLARK CITY (June 2, 2026) — The Bases Conversion and Development Authority (BCDA) is pitching a P100-billion portfolio of priority urban and infrastructure projects to Japanese investors, aiming to transform former military bases into sustainable economic hubs.

The proposed developments span key BCDA-managed growth areas, including Bonifacio Global City in Taguig, New Clark City in Tarlac, the Poro Point Freeport Zone in La Union, and Camp John Hay in Baguio City. The portfolio covers a wide array of initiatives, such as transit-oriented developments, port modernization, tourism destinations, smart utility systems, and renewable energy projects.

On the sidelines of the presidential visit, the state-run BCDA formalized its push for green infrastructure by signing three memoranda of understanding with Japanese firms specializing in the energy, infrastructure, and transport sectors.

Two of these strategic partnerships specifically target the development of New Clark City in Tarlac. The BCDA signed an agreement with Sustech Inc., a Japanese startup specializing in decarbonization, to explore the integration of renewable energy generation, demand forecasting, and grid-scale energy storage systems.

A separate agreement was inked with Marubeni Corp. to jointly assess opportunities in infrastructure and low-carbon energy, including power generation projects. This initiative builds on Marubeni’s existing partnership with the BCDA regarding power distribution in the Tarlac-based mega-city.

According to the BCDA, these initiatives support the national administration’s vision of creating modern, investment-driven communities. By forging partnerships with global investors, the agency aims to advance inclusive growth and unlock long-term economic value across its properties, which also include the Morong Discovery Park in Bataan, McKinley Hill, and Newport City.
