TARLAKENYO (Dec. 9, 2025) — In a landmark move to foster a healthier and more resilient bureaucracy, the Civil Service Commission (CSC) has officially approved a Wellness Leave (WL) policy, granting eligible government workers up to five (5) days of additional leave specifically for mental and physical well-being.
The policy, formalized under CSC Resolution No. 2501292, is a direct response to studies highlighting high stress levels among Filipino workers and aligns with the national Mental Health Act (Republic Act No. 11036). It aims to address burnout, promote self-care, and create a more compassionate public sector environment.
A Leave for Healing and Recharge
Unlike existing vacation or sick leave, the Wellness Leave is designed explicitly for “mental health care, physical wellness activities, or a general break from work.” This allows employees to proactively manage stress, seek counseling, engage in fitness activities, or simply rest without dipping into their traditional leave credits.
“The Wellness Leave is a proactive response to the realities faced by our workforce today,” said CSC Chairperson Marilyn Barua-Yap. “By giving employees the space to rest, recover, and care for themselves, we reinforce a public service environment that is compassionate, resilient, and more responsive to the needs of the Filipino people.”
Key Guidelines for Availment
The CSC has outlined clear rules for the new benefit:
- Availment: Leave can be taken consecutively for a maximum of 3 days at a time, or on separate, non-consecutive days.
- Validity: It is non-cumulative, non-convertible to cash, and will be forfeited if not used within the calendar year.
- Application: Employees must file an application at least 5 days in advance, endorsed by their immediate supervisor and approved by the head of office. Emergency availment requires filing immediately upon return to work.
- Confidentiality: Strict privacy rules under the Data Privacy Act of 2012 will protect details of an employee’s mental health condition when availing the leave for such reasons.
Coverage and Effectivity
The policy covers all government officials and employees across national agencies, local government units, state universities, and GOCCs with original charters. Agencies with existing similar well-being leaves may align or adopt this new provision.
The Wellness Leave Policy will take effect fifteen (15) days after its publication in a newspaper of general circulation. The CSC will issue an advisory to confirm the official start date.
