TARLAC CITY, Tarlac (Oct. 29, 2025) – Governor Christian Yap and Concepcion Mayor Noel Villanueva are leading a broad coalition of Tarlac officials in throwing their support behind the Classroom-Building Acceleration Program (CAP) Act, a priority legislation championed by Senator Bam Aquino.
The CAP Act (SBN 121) aims to expedite and expand the construction of classrooms across the country by forging partnerships with local government units and non-governmental organizations with proven capability and track records in implementing education-related projects.
“Hindi kayang resolbahin ng DPWH ang problema nang mag-isa — ngayong taon, 22 classrooms lang ang natapos sa target na 1,700, habang aabot na sa mahigit 145,000 ang classroom backlog,” Aquino revealed.
The initiative has garnered widespread support from nearly 500 governors, vice governors, lawmakers, mayors, vice mayors, barangay, and Sangguniang Kabataan (SK) officials nationwide. This growing alliance highlights the urgent need to address the classroom shortage and improve learning facilities for Filipino students.
As support continues to swell from local governments, lawmakers, and civil society groups — including the Kaya Natin! Movement, Jesse M. Robredo Foundation, League of Municipalities of the Philippines (LMP), Katipunan ng Nagkakaisang Pilipino (KNP), and Aksyon Demokratiko — proponents are now calling on President Ferdinand “Bongbong” Marcos Jr. to certify the CAP Act as urgent to fast-track its passage into law.
