CAPAS, Tarlac (Oct. 26, 2025) ā Capas Mayor Roseller “Boots” Rodriguez has publicly endorsed Senator Paolo Benigno “Bam” Aquino IV’s Classroom-Building Acceleration Program (CAP) Act, also known as Senate Bill No. 121, calling it a timely and effective solution to the classroom shortage crisis affecting Filipino youth.
The mayor’s declaration of support, posted on his official Facebook page, aligns with a growing coalition of organizations and local governments backing the proposed measure, which aims to streamline classroom construction by empowering Local Government Units (LGUs) in partnership with the Department of Education (DepEd).
In his post, Mayor Rodriguez emphasized the critical nature of the classroom shortage.
“Ang pagkaantala sa pagtatayo ng mga silid-aralan ay isang seryosong problema na direktang nakaaapekto sa edukasyon ng ating mga kabataan,” Rodriguez said.
He expressed confidence that the initiative of Senator Aquino would accelerate the entire process ā “mula sa pagpaplano, pagpapatayo, hanggang sa pagsasaayos ng mga classrooms” ā ensuring every student in his municipality has access to a safe, proper, and quality learning space.
“Ito ang kailangan natin!” Rodriguez asserted, urging Congress to immediately pass SBN 121.
“Ang kinabukasan ng ating mga kabataan ay nakasalalay sa agarang aksyon!”
In its report, the Department of Public Works and Highways said that only 22 out of its 1,700 target classrooms for 2025 have been completed so far.
