Vlogger files plunder rap vs congressman, vice mayor

TARLAKENYO (Oct. 22, 2025) – Self-proclaimed anti-corruption vlogger Pyra Lucas has filed a set of criminal and administrative complaints against Tarlac congressman Noel “Bong” Rivera, his wife, and a government engineer, alleging a massive scheme of corruption and plunder.

The complaint, filed before the Office of the Ombudsman, turns the tables on Tarlac 3rd District Rep. Rivera, who, just days earlier, filed five cyberlibel cases against the outspoken vlogger.

The respondents in Lucas’s complaint include Rep. Rivera, his wife, Concepcion, Tarlac Vice Mayor Evelyn Rivera, and DPWH Tarlac 1st District Engineer Neil Farala. The central allegation is that the trio colluded to funnel approximately P600 million in government contracts to Tarlac 3G Construction and Development Corporation, a company owned by the Rivera couple.

Lucas, who identifies as the founder of United Pilipino Against Crime and Corruption (UPACC), alleges that since 2018, Rep. Rivera has signed around 30 government contracts for his own company, creating a severe conflict of interest. Rivera was elected congressman only in 2022.

“Sa nakikita namin, ito ay hindi karapat dapat bilang isang congressman. Hindi siya nag-divest, siya mismo ang nakikitang pumipirma sa mga kontrata ng DPWH,” Lucas said.

“Ito yung Tarlac 3G Corporation, na pagmamay-ari ni Congressman Noel Rivera at ng kanyang asawang si Vice Mayor Evelyn Rivera. Ang amount na nakita po namin dito ay around P600 million plus the contract na siya mismo ang pumipirma,” the vlogger stressed.

The respondents face allegations of violating the Anti-Plunder Act, the Anti-Graft and Corrupt Practices Act, the Government Procurement Act, and laws concerning unexplained wealth. They are also accused administratively of abuse of authority, conduct prejudicial to the best interest of the service, grave misconduct, and serious dishonesty.

Ombudsman Jesus Crispin Remulla confirmed receipt of the complaint, stating he would review the allegations.

This legal offensive comes as a direct response to a case filed by Rep. Rivera last Thursday (Oct. 16). Through his legal counsel, Robespierre Cu, the congressman accused Lucas of cyberlibel for what he called “derogatory” and “false” social media posts.
