Victoria pharma zone secures P500M wellness investment

VICTORIA, Tarlac (April 8, 2026) — Local manufacturer Goodfield International Trading Corp. is investing P500 million to operate a facility at Victoria Industrial Park in Tarlac, the Philippine Economic Zone Authority (PEZA) said on Tuesday.

The company makes essential oils, liquid and bar soaps, candles, diffuser oils, and flame-free home fragrances. PEZA said the project supports the growth of a homegrown wellness manufacturing ecosystem.

On March 30, PEZA Director General Tereso Panga and Goodfield president Melissa Yeung-Yap signed a registration agreement. PEZA Deputy Director General for Operations Vivian Santos witnessed the signing.

“This registration reflects our drive to support Tatak Pinoy industries empowering local manufacturers, lowering the cost of medicine, uplifting communities, and strengthening the Philippines’ position in the global value chain,” Panga said.

The project will create about 290 direct jobs. It will also help the country produce natural, sustainably sourced wellness products.

Goodfield has also partnered with Tarlac State University and Tarlac Agricultural University. These partnerships will support researchers and help farmers and indigenous communities.

The 30-hectare Victoria Industrial Park opened in 2025. It is the country’s first pharmaceutical ecozone. Goodfield will operate as a domestic market enterprise.

The project follows pharma zone guidelines and rules from the Food and Drug Administration. It also supports President Ferdinand Marcos Jr.’s goal of offering affordable medicines to Filipinos and making the Philippines a hub for medical product manufacturing in Asia.

Short background: The VIP was established under a proclamation signed by President Ferdinand Marcos Jr. in July 2024. It hosts a satellite office of the Food and Drug Administration (FDA) to speed up approvals for drug and wellness products. Anchor investor Greenstone Pharmaceutical, maker of Katinko, is also based there.

The park aims to create 10,000 jobs and make the Philippines a manufacturing hub for medical products in Asia.
