Tarlac City, Aboitiz Group sign MOA for workforce training program

TARLAC CITY, Tarlac (April 8, 2026) — In a bid to strengthen the employability and livelihood of local residents, the Tarlac City Government and the Aboitiz Group have formalized a partnership through a ceremonial Memorandum of Agreement (MOA) signing for a manpower training program under the Tarlac City Learning and Skills System (TCLASS).

Mayor Susan Yap, in a statement posted on her official Facebook page, said the initiative is focused on empowering Tarlaqueños.

Mas Pinalalakas ang Kasanayan ng mga Tarlaqueño,” Mayor Yap said.

Layunin nitong mabigyan ng sapat na kaalaman at oportunidad ang ating mga kababayan upang maging handa sa trabaho at mas mapalakas ang kanilang kabuhayan. Para sa mas maraming oportunidad at mas maunlad na Tarlac City,” she added.

The city government further emphasized the program’s importance, stating: “Kasanayan at Oportunidad: Susi sa Kaunlaran ng mga Tarlaqueño.”

Under the TARI Skills Training of TCLASS, the program highlights workforce preparation — not merely job placement but the shaping of each Tarlaqueño’s capability and confidence.

The MOA signing was graced by PESO Manager Emmanuel Raquiza, along with representatives from Aboitiz Construction, Inc. led by Mr. Clifford Academia, Vice President for Industrial Commercial Business Operations of Aboitiz Real Estate. Also present were Mr. Wilfred Steven Fernandez, Manager for Corporate Relations of Aboitiz Construction, Inc., Mr. Julius Ian Zamora, and Ms. Farrah Niña Mayol. Several barangay officials of Tarlac City also joined the activity.

The city government noted that the initiative reflects the strong public-private sector partnership working together to meet industry demands while strengthening community livelihoods.

The program is seen as a major step toward more opportunities and a more progressive Tarlac City.
