CONCEPCION, Tarlac (March 28, 2026) – The local government unit of Concepcion marked a significant milestone on Friday, March 27, 2026, as it celebrated the first anniversary of its Municipal Government Center with a subdued thanksgiving event, while also launching a series of free services in honor of National Women’s Month.
The two celebrations took place at the atrium of the new government center, highlighting a year of transition from the old Concepcion Municipal Building, and now called the Concepcion Presidencia Building to the current, more spacious workplace.
The anniversary commenced with a Thanksgiving Mass presided by Rev. Fr. Ramon Capuno, followed by a simple fellowship. The event was led by Mayor Noel Villanueva and Vice Mayor Evelyn Rivera, alongside members of the Sangguniang Bayan, department heads, and municipal employees.
The celebration was intentionally low-key due to ongoing crises, focusing on gratitude for a successful year.
In his message, Mayor Villanueva reflected on the new building’s immediate benefits, noting that it served as one of the venues for the Central Luzon Regional Athletic Association (CLRAA) meet, which Tarlac recently hosted. He emphasized that the availability of such a large facility validated the local government’s decision to build it.
“It only shows that we were proven right na mag-decide tamu na patalakad taya ini (It only shows that we were proven right that we decided to build this),” the mayor said.
He also announced that the municipal government has acquired a two-hectare recreational park adjacent to the building.
“Marakal pa ing kekatamung plano, sana patnubayan naka tamu ning Mayupayang Diyos para karing planong areni. Isipan ku naman ing maka-ibiye mayap para king memalen ning balen Concepcion (We have many more plans; may the Almighty guide us in these plans. I know I can give what is good for the people of Concepcion),” Villanueva added.
Vice Mayor Evelyn Rivera expressed her gratitude to all who contributed to the construction of the new building and those who bring it to life daily.
“Ang gusaling ito ay hindi lamang istruktura, kayo, ang ating mga empleyado ang tunay na nagbibigay buhay at puso sa serbisyo publiko dito sa Concepcion,” she said. She assured the workforce of continued support from her office and the entire Sangguniang Bayan to enhance public service delivery.
Free Services Draw Women to Gov’t Center
In line with the Women’s Month celebration, the municipal government also organized a day of free services for women at the Government Center. The initiative was a collaborative effort led by the Municipal Social Welfare and Development Office (MSWDO), the Municipal Health Office (MHO), and the Municipal Legal Office.
SB Member Sein Gomez, who chairs the Committee on Family, Women, Children, and Gender and Development, also visited the event to support the initiative.
Residents availed themselves of a wide range of free services from the Municipal Health Office, including medical consultations, laboratory tests, sputum exams, chest X-rays, free medicine, tooth extractions, breast and cervical cancer screening, and testing for Hepatitis and HIV.
In addition to health services, the event featured free manicure, pedicure, and haircuts sponsored by SB Sein Gomez, and legal consultations from the Municipal Legal Office led by Atty. Myla Matic in partnership with IBP Tarlac. SB Nics Santos sponsored free lugaw, while other sponsors provided booths and special treats for attendees.
With a new facility, a growing vision, and a commitment to service, Concepcion looks ahead to the next chapter of its journey that guided by gratitude and a steadfast dedication to its people.
