BCDA reviewing Korean water proposal

NEW CLARK CITY, Tarlac (Feb. 6, 2026) — The Bases Conversion and Development Authority (BCDA) is currently weighing a P15-billion unsolicited proposal aimed at fortifying the water infrastructure of New Clark City.

The joint bid, submitted by South Korean firm Korea Water Resources Group (K-Water) and Maynilad Water Services Inc., seeks to manage the water and wastewater systems of the rising metropolis under a joint-venture agreement.

BCDA President and Chief Executive Officer Joshua Bingcang confirmed on Thursday that the agency has officially received the documents from the Public-Private Partnership Center. The BCDA has 10 days to evaluate the merits of the offer and another 80 days to conduct formal negotiations.

While the proposal was originally sent to the PPP Center in October last year, the endorsement to the BCDA was pushed back to accommodate Maynilad’s initial public offering in November.

The move comes as New Clark City’s daily water requirement hovers between 20 and 30 million liters. However, that figure is expected to climb significantly as more industrial and commercial locators set up shop in the province.

“This is something that we are committing also to our locator, especially the data center, that water will be available on time,” Bingcang said.

The current proposal follows a preliminary partnership established in July 2024, when the BCDA and K-Water signed two memoranda of understanding to draft comprehensive water resource strategies for both New Clark City and Camp John Hay in Baguio City.
