Tarlac, AFP, PNP launch unified security initiative

TARLAC CITY, Tarlac (January 27, 2026) — Governor Christian Tell Yap led the historic joint declaration ceremony today at the Tarlac Provincial Capitol, officially reaffirming Tarlac as a province in a “state of stable internal peace and security.”

This milestone, backed by Sangguniang Panlalawigan Resolution No. 391-2025, celebrates a remarkable achievement: one full year of zero insurgency-related incidents and a significant drop in crime across the province.

The event marked the official launch of the Joint Security IMPLAN “One Tarlac, One P.L.A.C.E.” This unified initiative institutionalizes the partnership between the Provincial Government, the Philippine National Police (PNP), and the Armed Forces of the Philippines (AFP).

By integrating programs such as the Revitalized Pulis Sa Barangay and the PNP-AFP Collaborative Efforts, the province is ensuring that law enforcement remains proactive, community-driven, and synchronized across all levels of governance.

Yap, the event’s guest of honor, emphasized that this peace is not merely a result of security operations but is rooted in active community engagement. He noted that the province’s ability to surpass areas like Aurora, historically held the “most peaceful” title due to lower populations and remote locations, is a testament to Tarlac’s collaborative governance. Also present were Vice Governor Lita Aquino, Gerona town mayor May Eclar, Moncada’s RB Aqwuino, Paniqui’s Kat Roxas, and Victoria’s Rex Villa Agustin.

In his address, the Governor attributed this success to a legacy of peace-building established by his late grandfather, former Governor Jose “Aping” Yap, who prioritized maintaining strong governance ties across all sectors of society.

Yap underscored that the partnership between the local government and the military is anchored in nation-building and addressing socio-economic needs. He pointed to successful medical missions, disaster response efforts, and livelihood training as the essential pillars for maintaining order. He also stressed that these holistic efforts are the primary reason the province can now boast such a significant decline in crime and insurgency, creating a stable environment for growth.

This unified security framework is designed to boost investor confidence and ensure that the peace gains in Tarlac translate directly into better services and a higher quality of life for every Tarlaqueño.
