Rivera denies allegations of plunder

TARLAKENYO (Oct. 23, 2025) – Tarlac 3rd District Rep. Noel “Bong” Rivera broke his silence this afternoon, issuing a firm denial after a vlogger filed a plunder complaint against him.

The congressman released an official statement addressing reports that the United Pilipinos Against Crime and Corruption (UPACC) had filed a complaint with the Office of the Ombudsman. He clarified that he has not yet received an official copy of the complaint but expressed his full respect for the legal process.

“Tungkol po sa mga kumakalat na ulat na nagsasabing may inihaing reklamo laban sa akin ang UPACC sa Tanggapan ng Ombudsman, nais kong linawin na wala pa po akong natatanggap na opisyal na kopya ng naturang reklamo hanggang sa ngayon,” Rivera stated.

The second-term congressman from Concepcion, Tarlac, said that once he receives the official documents, he is prepared and open to cooperating to explain his side at the right time and in the proper manner.

“Buo po ang aking paggalang at pagtitiwala sa proseso ng ating batas. Kapag natanggap ko na ang opisyal na dokumento, ako po ay handa at bukas na makipagtulungan upang maipaliwanag ang aking panig sa tamang oras at sa wastong paraan,” the statement continued.

Rivera vehemently denied any involvement in any form of corruption. He declared that he remains steadfast in his stand for truth, accountability, and transparency and will continue to serve the public with honesty.

The statement comes in response to a complaint filed by self-proclaimed anti-corruption vlogger Pyra Lucas.

The complaint accuses Rep. Rivera, his wife, Concepcion Vice Mayor Evelyn Rivera, and DPWH Tarlac 1st District Engineer Neil Farala of colluding to funnel approximately P600 million in government contracts to Tarlac 3G Construction and Development Corporation, a company owned by the Rivera couple.

Lucas, who identifies as the founder of UPACC, alleges that since 2018, Rep. Rivera signed around 30 government contracts for his own company, creating a severe conflict of interest. The respondents face allegations of violating the Anti-Plunder Act, the Anti-Graft and Corrupt Practices Act, and the Government Procurement Act.
