CSC grants civil service eligibility to SK officials

TARLAKENYO (Oct. 4, 2025) – In a landmark move to empower the youth, the Civil Service Commission (CSC) announced today, October 4, 2025 that serving Sangguniang Kabataan (SK) officials will now be granted civil service eligibility, paving a direct path for them to pursue careers in government.

The policy, enacted under CSC Resolution No. 2500752, grants the Sangguniang Kabataan Official Eligibility (SKOE) to both elected and appointed SK officials who have honorably completed their full term of office.

“This privilege recognizes the vital role of the youth in nation-building and affirms their contributions to public service,” stated CSC Chairperson Atty. Marilyn B. Yap. “Through the SKOE, we empower young leaders to pursue careers in government and continue their service to the Filipino people.”

The new eligibility is a significant benefit for the country’s young public servants. The SKOE is categorized as appropriate for first-level positions in the government career service, opening doors to permanent employment.

Who Qualifies for the SKOE?

The coverage is extensive and applies to:

  1. SK officials who were in office when the Sangguniang Kabataan Reform Act of 2015 took effect on June 1, 2022.
  2. Incumbents from the 2018-2022 term, provided they completed their service.
  3. Both elected SK members and appointed SK secretaries and treasurers.

However, the CSC clarified a key exception: SK Chairpersons are not covered by this new rule as they already qualify for the separate Barangay Official Eligibility (BOE).

An important restriction also states that officials must not be related within the second civil degree to any incumbent local elected official in their area to be eligible.

Starting October 4, 2025, qualified former and current SK officials can file their applications for the SKOE. Applicants must submit their documents to the CSC Regional Office with jurisdiction over the barangay where they served.

For convenience, applications can also be filed at any CSC office nearest to an applicant’s current residence or workplace, which will act as a receiving and releasing center for the eligibility certificates.

The CSC ended its announcement with a stern reminder that any eligibility found to have been granted to an unqualified individual or through fraudulent means will be revoked.

This development marks a major step in formalizing the experience of youth leaders and integrating their energy and skills into the broader Philippine civil service.
