TARLAC CITY, Tarlac (Oct. 3, 2025) — In a significant legal blow to Alice Guo, a Tarlac court has granted the petition to nullify her birth certificate, formally declaring it null and void. The ruling affirms that the document used to establish her Filipino citizenship was illegitimate.
The Tarlac Regional Trial Court Branch 111 ā on Sept. 24, 2025 ā determined that the certificate of live birth was processed through a fraudulent late registration in this city.
The information contained within it ā that Guo was born to Filipino parents, Amelia and Angelito Guo, in Brgy. Matatalaib, Tarlac City, on July 12, 1986, was found to be false. This judgment strengthens the state’s case that Guo’s identity as a Filipino citizen was manufactured.
As a result of the decision, the Philippine Statistics Authority (PSA) has been directed to cancel the birth certificate and remove it from its official registry.
This development is a critical step in the ongoing investigations into Guo, who is also facing Senate inquiries concerning her alleged ties to illegal Philippine Offshore Gaming Operator (POGO) hubs in her municipality.
This is the latest issue the dismissed Bamban, Tarlac, mayor is facing, as criminal charges were filed against her and three of her family members in connection with their businesses and properties in Bulacan.
The NBI said that Guo, together with sister Sheila Leal Guo, brother Sieomen Guo, and mother Lin Wen Yi face 30 counts of falsification of public documents under Article 172 in relation to Article 171 (4) of the Revised Penal Code (RPC); 30 counts of simulating minimum capital stock under Section 2 of Commonwealth Act No. 108, or the Anti-Dummy Law; and four additional counts of falsification under the RPC.
Guo was slapped with six more counts of falsification of public documents.
Charges were filed as a result of the much-publicized Senate hearings last year, where it was revealed that Alice and Sheila are Chinese nationals Guo Hua Ping and Mier Zhang, respectively.
