(TARLAKENYO) June 3, 2025 ā The Securities and Exchange Commission (SEC) has launched six new digital platforms and a state-of-the-art data center to modernize its services and improve the ease of doing business in the Philippines.
The newly introduced systems include the Hierarchical and Applicable Relations and Beneficial Ownership Registry (HARBOR) for transparent corporate ownership tracking, the blockchain-powered Verification of Electronic Records and Information Trust and Authentication System (VERITAS) for secure document processing, and four additional platforms — EASE, eWATCH, DMS, and WMS — designed to streamline submissions, data analysis, and internal workflows.
The SEC Data Center, inaugurated alongside these digital tools, will enhance processing speed, security, and accessibility of services. This technological upgrade coincides with the national observance of Ease of Doing Business Month under President Ferdinand Marcos Jr.’s Proclamation No. 818.
SEC Chairperson Emilio Aquino emphasized that these innovations align with the Marcos administration’s digital transformation agenda, enabling the Commission to deliver faster, more reliable services while meeting global regulatory standards. The HARBOR system specifically aims to combat corporate misuse for illicit activities, supporting government efforts to remove the Philippines from the Financial Action Task Force’s monitoring list. The VERITAS platform will facilitate real-time authentication of corporate documents through blockchain technology, further boosting operational efficiency.
This fourth wave of digital initiatives underscores the SEC’s commitment to leveraging technology for improved governance and business facilitation.
